On-site services and pregnancy screening

In Ethiopia we are working closely with community health workers to reach young married couples. We know that being able to offer contraceptives on the spot is a great way to increase adoption, and the community health workers in Ethiopia are able to provide certain methods right away… IF they are sure that the client isn’t pregnant already. With married couples, this is particularly important.

Do community health workers need to be able to carry pregnancy tests with them? Would they be allowed to sell these to couples? If not, who would pay?
